Job description

The MCA's Commercial & Programmes Directorate is responsible for delivery of all the major projects and programmes which are of high value and complexity. The Directorate is also responsible for ensuring that all projects and programmes deliver the intended outcomes and provide value for money.

Key to this assurance is a robust business case process, following Her Majesty's Treasury Green book guidance, which underpins every project or programme. This is to provide objective analysis to support decision making and to ensure it identifies the costs, benefits, risks, and options analysis. We liaise with subject matter experts in the delivery of any business cases to ensure that a robust analysis is undertaken. Certain projects or programmes require approval outside the MCA itself. Therefore there is liaison with the Department for Transport (DfT), Cabinet Office and Her Majesty’s Treasury (HMT).

The role will horizon-scan for suitable communications opportunities, use their knowledge of software to design attractive and innovative content to promulgate messages, and build connections within and outside MCA to ensure all programmes and projects are marketed successfully. They will represent MCA at external events, use existing contracts and connections to align messages and identify synergies, and use excellent drafting skills to create convincing, compelling messaging to explain the MCA’s programmes of investment.

The Directorate sees communication as key in delivery of any programme or project, the Directorate ensures that it can communicate the objectives and outcomes for these both in written and verbal form. Identifying and constructing robust engagement plans with the various stakeholders, who have different interests and influence, and tailoring the approach to them is a prime objective.

Please note - For this role, you can be based anywhere but there is an expectation for you to attend Southampton HQ at least twice a week. This role will also involve travel across the UK, this is approximately 3 times a month. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work. Details of the arrangement will be discussed further with your line manager.

Responsibilities

Your responsibilities include but are not limited to:

• To lead engagement and stakeholder management (internal and external) for all MCA Commercial and Programmes Directorate work. Encompassing all major programmes and projects including but not limited to Blue Light Technical Transformation, the Radio Network Infrastructure Replacement programme, and UK Second-Generation Aviation Search and Rescue.

• Lead on all MCA’s commercial communications. Planning and execution of marketing and communications opportunities for MCA’s major commercial projects and programmes. Lead on engaging collaboratively with commercial experts and policy leads, using their experience and knowledge to ensure key messages are targeted to MCA’s stakeholders, including colleagues in HM Coastguard.

• The post will lead on engagement at senior levels both internally and will be comfortable influencing at all levels, including at Ministerial level.

• Develop and maintain key relationships with MCA Press and Communications teams, DfT and others to ensure consistent engagement and communications with industry, stakeholders, media and the general public.

• Lead on the Team's involvement in any proactive or reactive media/press enquiries and documentaries, and provide support to the MCA's Press Office on Aviation matters.

• Coordinate Ministers' and officials' visits to SAR helicopter bases where necessary.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.
