Job description

Here at the Maritime & Coastguard Agency (MCA), we are looking for a Finance & Directorate Support Manager to join us. This role has specific directorate finance responsibilities in relation to finance transaction controls, risk management, financial management and governance including regularity and propriety. The role involves routine financial management of the directorate budgets and MCA's government credit cards, assessment of VAT treatment on financial transactions and directorate procurement. You will be responsible for the management and completion of the monthly directorate reports and risk register, administration of the MCA’s hospitality register and fraud checks in accordance with Cabinet Office control framework. You will also be responsible for providing executive support to the Director and Assistant Directors to include diary management, drafting correspondence, taking minutes (including confidential casework meetings) and report compiling.
 

Responsibilities

include, but not limited to are:

• Responsible for the routine finance management of the MCA's government credit cards, working with the cardholders and approvers to
ensure transactions are cleared each month to enable financial journal completion.

• Carry out post-payment checks of Government Credit Card spend for inclusion in the MCA's Counter Fraud Action Plan and maintain records of
all Government Credit Card transactions over £500, in line with the Government's Transparency Agenda.

• Working with the Finance & Compliance Manager take responsibility for the production of month-end reports for the directorate including accruals and prepayments.

• In support of the Assistant Director, Finance Control and Finance & Compliance Manager review financial transactions in relation to recoverable/non-recoverable VAT.

• Managing directorate procurement, including relevant approval documentation, raising requisitions and subsequent financial management,
Including goods, receipting.

• Responsible for management and collation of directorate risk register including working with risk owners for periodic updates.

• Responsible for management and completion of the Directorate key performance indicator framework and the performance report.

• Manage confidential casework on behalf of the Fraud Officer and the Nominated Officers for whistle-blowing.

• Responsible for monthly management, fraud checks on new and amended suppliers in Finance System (ABW).

• Provide executive support to the Director and Assistant Directors to include diary management for periodic finance "deep dives" with MCA
Directors, drafting correspondence, taking minutes (including confidential casework meetings) and report compiling.

• Responsible for managing the monthly Directorate management boards

About you

We are looking for someone with knowledge and experience in financial transactions and/or operations and who has exceptional oral and written communication skills. You will be able to tailor these to suit your audience and can do so clearly and confidently to ensure understanding.

Excellent organisational skills are required, and you will be able to manage and filter workflow as well as organise and prioritise your work to maximise productivity and achieve all deadlines. You will be highly adaptable and flexible, adjusting to the requirements of the role.

You will have good attention to detail and take pride in producing work to a high standard. Proven IT skills are essential, in particular Microsoft Office software including Word and Excel.
