Job description

A reliable and predictable train service is essential for rail passengers, and customer satisfaction on the railway is inextricably linked to train performance.

As Performance Policy Manager, you will develop the operational performance regimes that the Department for Transport uses to hold train operators to account for delivering reliable services to passengers. You will work collaboratively with Network Rail, other industry partners and our commercial and contract change teams, and use your operational performance and planning expertise to develop policies that are both deliverable and challenging, to ensure operators meet passenger expectations.

You will be able to quickly develop a good understanding of the Department’s contracts with train operators and analyse large amounts of data to develop policy recommendations to improve future rail contract outcomes.

You will provide leadership on performance policy matters, supporting our contract design teams to ensure that our baseline contracts reflect policy. You will use your expertise in operational performance matters to provide effective and timely advice to support negotiation teams in customising performance regimes, whilst maintaining compliance with policy.
 

Responsibilities

As Performance Policy Manager, your key responsibilities will include;
• Providing direction on the likely impact on operational performance and departmental costs in relation to the Department’s performance regimes.
• Ensuring that the performance regimes in DfT’s operator contracts support whole industry performance improvement, including where appropriate, alignment with Network Rail’s performance targets
• Working with the Train Service Policy Managers to support development of train service requirements that support the relevant performance policy
• Line management responsibility for our Senior Performance Policy Advisor.

You will have the option to be based in our London office attracting the London salary, or in Leeds or Birmingham attracting the National salary with travel funded by the Department. Regular travel will be required both inside and outside of London.

About you

You will be an engaging leader and trusted adviser, with the credibility to negotiate and challenge effectively to support performance and operational policy decisions.

You will be highly numerate and have analytical experience in distilling large amounts of complex data to inform robust decision-making. You will demonstrate excellent policy development skills, and the ability to communicate complex technical information in an authoritative and engaging manner to a wide audience.

With outstanding interpersonal skills, you will have the capability to build constructive relationships with internal teams and senior leaders across the industry.

You will be familiar with project management tools and techniques and be able to deal with multiple projects, and deliver successfully in a complex environment where policy, commercial and regulatory considerations combine.

You will display a good understanding of train service design and be able to work across teams to support wider train service policy development as required. You will have a willingness to develop new skills and expertise.
