Job description
The Environmental Analysis team provides economic analysis, modelling, research and evaluation to inform the Department’s overall strategy and policy decisions related to reducing the impact of transport on the environment.
This role will lead the analytical team supporting the Office of Low Emission Vehicles (OLEV). OLEV is a team working across government to support the early market for ultra-low emission vehicles, such as electric cars. This will contribute to economic growth and will help reduce greenhouse gas emissions and air pollution on our roads.
This is a fantastic time to be joining the team, when a key cross government objective of Ministers is to substantially reduce our environmental impact – an objective which will be informed and underpinned by a strong evidence base and robust analysis. We are looking for a proven leader, to manage the team of five comprised of two Grade 7 economists, two assistant economists and a social researcher.
This exciting opportunity will allow you to lead on economic analysis on key topics, ensuring that decisions taken are informed by robust evidence and influencing large-scale investment decisions. Responsibilities
The duties and responsibilities will vary depending on evolving needs, but are expected to include:
• Leading, delivering and managing value-for-money advice.
• Managing the analytical team, including overseeing their career development.
• Setting the direction for economic analysis.
• Communicating results to influence senior decision makers, presenting recommendations, and being an integral member of the wider policy team.
• Advising on applying core microeconomic principles, behavioural and welfare economics and cost benefit analysis techniques.
• Leading the economic input to support the development of business cases.
• Working with consultants and policy colleagues on large-scale complex cases as needed.
• Advising and influencing senior colleagues and boards.
• Managing analytical work to support strategic priorities.
• Working closely with policy colleagues to ensure proposals are evidence based.
• Providing impactful analysis to influence key priorities.
Recent examples of projects and work include:
• Forecasting the take up of electric vehicles over coming decades to support the development of a transport decarbonisation plan.
• A programme of analytical work in support of the roll out of additional charging points at service stations across the Strategic Road network including; helping to develop the case for intervention, analytical work to estimate the number and location of charge point requirements, managing input from a supporting analytical consultancy, and developing the value for money case for the intervention.
• Considering the case for further financial incentives to encourage the purchase of ultra low emission vehicles.
Depending on circumstances there may be a need for the role holder to work flexibly on environmental economic analysis as part of the wider Energy, Technology and Innovation directorate.
About You
To be successful in the role you will need to have experience of reviewing data in detail, observing patterns, performing advanced calculations, and drawing logical conclusions. We will look for you to bring experience of developing, or leading the development of complex analytical frameworks. You will have the capability to use logic and reasoning to solve complex problems. For instance, they might identify how economic trends may affect an organisation.
We require experience of explaining economic concepts and reports to others. Presenting data and explaining reports to clients who may not have a background in economics, and in writing reports to present their findings. You will have excellent communication skills in varying circumstances, with the ability to tailor this to your audience to explain technical information to a non technical audience. Previous line management experience is required, as you will provide leadership to all direct reports to ensure that all strategic objectives are met and quality standards continue to improve.
For this role we require candidates to have a first or second class honours degree in economics, or postgraduate degree in economics. At least 50% of course modules must be in economics.
