Job description

We are looking for an experienced analyst to join our Train Strategy and Operations team (TSO).

Our team provides expert advice to our directorate, Ministers and across the Department on operational performance, access and capacity, rolling stock, industrial relations and contingency planning.

As Performance Analyst you will be responsible for operating the Train Operating Companies (TOC) financial performance regimes, monitoring performance within the enforcement regimes and contributing to wider analysis and reporting about operational performance.

You will support the wider team functions, providing analysis for ministerial meetings, and parliamentary and ministerial correspondence, to help Passenger Services meet its key challenge, to maximise revenue and passenger benefits from the franchise, whilst minimising risk to the taxpayer, and protecting the long-term value of the franchise.

You will work closely with multiple professions and teams, train operators and industry partners.
 

Responsibilities

Your key responsibilities will include;
• Management and operation of the financial performance regimes within the Department
• Managing and improving both the reporting and the analysis of the franchise agreement enforcement regimes.
• Providing written responses, advice and briefing to ministers, including draft responses to Parliamentary Questions (PQs).
• Providing operational performance forecasts for use by internal stakeholders, including forecasts for the industry financial regimes.

About you

You are highly numerate, have a solid attention to detail and excellent with data, including interpreting, managing and presenting information in a meaningful way, including the production of high quality drafts/reports. You are proficient with Microsoft software and display confidence in using IT systems and software.

You work well independently, taking a proactive approach to prioritising key tasks and managing your workload effectively. You have experience of working closely with individuals across multiple teams and the ability to communicate complex data and ideas clearly and tactfully to technical and non-technical audiences in an engaging manner.

You understand commercial, financial and economic tensions within the context of performance delivery and performance regimes and have a willingness to broaden your knowledge and understanding of how the rail industry operates.
