This is a bold mission and set of priorities and the Human Resources team plays a trusted and central role in enabling the Department to deliver this ambition. In particular, our HR Programmes & Change Team supports the delivery of an ambitious people agenda in line with HM Government priorities.

We are currently supporting the HR function and wider Department to plan and deliver its response to COVID-19 so the postholder will work flexibly in this context.

The HR PMO Manager role is a new role in the HR Programmes & Change team and is responsible for leading the HR programmes office, working closely with HR programme leads to ensure that all HR activity is planned and delivered optimally. This includes coordinating and leading a HR Programme Board to support internal decision-making and ensuring that the Senior Leadership Team has clear oversight of risks and delivery of all HR programmes.

This is an exciting opportunity to gain insight into the full range of HR activities and gives the opportunity to develop core business management, commercial, financial and project delivery skills.

This role is suitable for an passionate HR professional looking to further develop PPM skills, or for a PPM professional to get exposure in a HR context. The successful candidate will report to Head of HR Programmes and will work closely with senior leaders across HR.

Job description

Leadership of the HR programme office, working closely with programme leads across the HR portfolio to ensure that all HR activity is planned and delivered effectively.

Coordinating monthly HR reporting and programme board activity to support governance of internal decision-making and ensure HR SMT has oversight of budget, risks and delivery of all HR programmes.

Leading project management within the HR Programmes & Change team to support COVID-19, Trade & Europe, Net Zero & COP 26 HR programmes.

Develop and agree budgets for programmes and forecast actual costs against them.

Lead the PMO team and support HR team leaders to manage planning and deliverables throughout the project lifecycle. Build and champion project delivery capability within the HR function.

Establish a framework and standards for handling risks and issues. Provide assurance on the effectiveness of Risk and Issue management.

Work flexibly as part of the HR Programmes & Change team to support the team through periods of pressure and change; act as a senior member of the wider function.
 

Responsibilities

• Strong programme management skills, either as a project-delivery professional, or through previous experience of working in a highly-organised, project way.

• An eye for detail and ability to analyse large amounts of data and provide confident recommendations to senior leaders.

• Excellent stakeholder management skills; experience of working closely with senior leaders at SCS levels.

• The ability to work at pace in a volatile, uncertain, complex and ambiguous (VUCA) environment

Qualifications

A valid recognised accreditation (or willingness to work towards) in professional project management such as
• PRINCE2 Practitioner
• MSP Practitioner
• Agile Project Management Practitioner
• APM Project Management Qualification
• Alumni of the Civil Service PLP programme.
