The government is committed to airport expansion, recognising its role in boosting trade, productivity and levelling up the country. But the government has always been clear that this should not come at any cost, and in particular, that environmental obligations must be met. This post sits within the Environment Team tasked with identifying the appropriate environmental limits, including on air quality and climate change, that must be met for any expansion to go ahead, and developing the appropriate policy framework to deliver this.

Noise is a genuine concern of local communities living around airports. While government recognises the economic benefits that expansion can bring, these must be balanced against the impact on local communities. We want you to lead on policy development to ensure that noise impacts associated with airport expansion are managed appropriately.
You will take a leading role in developing policy to address noise issues associated with airport expansion, making use of existing noise regulations and support the development of policy instruments to deliver appropriate noise mitigation measures.

This will involve working closely with Ministers, colleagues across the Aviation and Infrastructure directorate, as well as analysts to build an evidence base to inform decision-making, legal colleagues to further understand the legal complexities of this policy area and other government departments.

The role will also involve leading engagement with airports, the wider aviation industry, community forums, and other interested parties on noise policy development as appropriate.
 

Responsibilities

Responsibilities will include:

• Developing and leading on noise policy for airport expansion
• Leading internal engagement on noise policy ensuring SCS, internal governance boards and Ministers are kept informed of policy development
• Leading engagement with external groups, interested parties and local communities, including the Independent Commission on Civil Aviation Noise (ICCAN) and local community groups.
• Engaging with colleagues across the Department and wider Government to manage policy interdependencies, and inform team workstreams. In particular:
- working closely with colleagues leading on aviation noise policy
- working closely with colleagues leading on airspace change to understand process and implications for airport expansion and noise impacts.
- working with analysts to ensure policy is based on best available evidence
• Supporting the wider objectives of the division to ensure environmental limits and consistent with wider government policy, in areas such as air quality, carbon, biodiversity and water quality
• Taking responsibility for the successful delivery of workstreams through the oversight of the risks, mitigations, expected benefits and schedule for delivery, including active project management.

About you

The role requires the post-holder to be able to understand the big picture, work together with internal and external stakeholders, react at pace when required, and to make effective decisions both on stakeholder engagement and policy development.

We want you to be ambitious, motivated and dynamic. You will need to enjoy engaging with both internal and external stakeholders at all levels, and be clear and confident in your communication with them. You should also be able to empathise with them too. You will also enjoy presenting ideas and arguments on paper to persuade others. As with any post in the Programme, we will expect you to be team player who is flexible in your role and responsibilities as the programme develops.
