Job description

The Maritime and Coastguard Agency (MCA) are looking for a Business Support Lead to join our busy and diverse team within the HM Coastguard (HMCG) Directorate.

You will lead a team of 2 EO's and 2 AO's to ensure efficient and effective administration and policy support is delivered. You will provide robust advice and guidance to your team to ensure performance and quality standards are achieved.

The role will involve monitoring, advising, and reporting on spend and income for a number of different MCA budgets whilst employing a corporate and risk management approach. You will also monitor, analyse, and report on management information to the HMCG Management Board.

This is a unique opportunity to understand the operations of the whole Directorate and gain an invaluable insight into the work of the MCA.
 

Responsibilities

The role responsibilities include:

• Financial Management including budget bidding, monitoring of spend, review spend against business priorities
• Providing advice and guidance on the finance resource and possible implications arising from new business obligations
• Ensure effective administrative support to HMCG Operations in line with the Service Level Agreement especially in areas of recruitment, resource planning, pay model updates and staff survey activities
• Provide leadership, guidance and line management to 2 EOs and 2 AOs to ensure the effective provision of support. Undertake succession planning activities and review sickness absence trends
• Ensure effective secretariat support to the Clinical Governance Board, undertaking minute taking and ensuring effective monitoring of follow up actions as required
• Co-ordinate the provision of Management information to the Head of Governance that accurately reflects the output of the unit
• Act as Point of Contact for recruitment for the Directorate, providing support to stakeholders on the policy and process of recruitment for HMCG
• Responsible for the procurement for the Directorates high level, big budget projects liaising with the operational leads to ensure that timely payment is achieved

About you

You will have a financial background within the public sector with a good knowledge of managing budgets. You will also have experience of procurement which you can bring to the role.

We are looking for someone with strong leadership skills who can lead and support their team to get the best out of them. You will be confident in managing your team’s performance, quality and attendance whilst ensuring training and development needs are met.

You will have strong stakeholder engagement skills with the ability to build strong working relationships at all levels. You will have experience of providing guidance and robust recommendations to internal stakeholders, where your exceptional stakeholder engagement and relationship building skills will enable you to influence and challenge at all levels.

Organisational skills are essential and you will be able to manage your time effectively to meet changing demands and priorities. Your excellent time management skills will ensure all deadlines are achieved.

The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.
