We are looking for a confident, astute, and resilient Deputy Director Business Intelligence and Shared Services to steer the core Department and its agencies through the next stage of transformation in our Shared Services. This is a critical role for the Departmental Family as our Shared Services provide HR and payroll, for 17,000 users and processes financial transactions totalling more than £20bn annually.

Job description

We are looking for someone who is passionate about supporting the Departmental family to deliver excellent customer service alongside a complex programme of reform that works for us and is in line with the cross-Government Shared Services agenda. You will need to demonstrate that you can work collaboratively, think innovatively and empower your team. You will lead two programmes with combined whole life costs of £200m so strong project delivery skills are a must. . You will be able to work authoritatively at senior levels across our four agencies and with the Cabinet Office.

You will join a friendly and supportive Group Finance Directorate focused on creating an environment where people enjoy coming to work. You will be at the heart of transformation in Government Shared Services. There is immense scope for influence in an exciting and high profile role.
 

Responsibilities

You’ll be responsible for leading a team of around 25 staff; building an engaged and empowered team where financial control and financial accounting is undertaken consistently and to an exceptionally high standard within the Central Department, and across the 18 Arm’s Length Bodies which comprise the Department for Transport Group.

You’ll be part of the Group Finance Directorate Senior Leadership Team, which has corporate responsibility for financial management and control of the DfT Group.
You will develop and maintain robust systems and develop a culture of continuous improvement across your team, and the wider finance function, encouraging all staff to adopt a culture of delivering value for money.

You’ll lead on the preparation of the annual accounts for the Department for Transport Group, and work with the Governance team in developing the content of the overall Annual Report. You’ll take responsibility for the liaison with external auditors and resolving significant issues to ensure an unqualified opinion is delivered.

Working closely with HS2’s Finance Director and Programme Director, you will be the key liaison with HS2 on accounting for Land & Property acquisitions.

You will also lead on the Department’s Whole of Government Accounts submission and other accounts signed by the Departmental Accounting Officer.

You will act as the Senior Finance Leader for Counter-fraud; driving an ambitious agenda to drive a ‘zero-tolerance’ culture to fraud, bribery and corruption, ensuring adherence to the Cabinet Office Fraud Functional Standards.

You will act as the grant champion for DfT Group, and will lead on work to improve the department’s grant management maturity (against a spend of c£3bn per annum).
You will ensure effective financial control within the Department, including complying with HM Treasury and Cabinet Office reporting and control requirements and shaping the agenda for these where appropriate.

You’ll build strong networks and relationships with a range of key stakeholders across government to play an active role as an ambassador for the Department for Transport, contributing to the cross-government Finance Function Strategy and other cross-Departmental initiatives, the future finance operating model and acting as finance client for Shared Services.

Qualifications

Qualified Accountant (CIPFA, CIMA, ACCA, ACA).
